Newnan Street Bridge Over Hogan’s Creek
E Sciences assisted with the PD&E and permitting services as part of this project. We conducted a Contamination Screening Evaluation and 4(f) Determination of Applicability for the Newnan Street Bridge over Hogan’s Creek near downtown Jacksonville, Florida. The bridge is adjacent to historic Confederate Park. The general project area has a long history of contamination dating back over 100 years when the site of the bridge was used as a landfill. Deep contamination beneath the bridge was identified in geotechnical borings. E Sciences assessed the proposed bridge construction and design to evaluate the potential impact the project may have on cross-contaminating isolated geological strata. Avoiding and minimizing impacts to contaminated areas and reconstructing the historic bridge in-place with no adverse affect were critical to keep the project as a Type II Categorical Exclusion.
